Why isn't the system in the U.S. ever modernized? Too much is left to chance and done on the honor system?

and it's reactive and not proactive. The credo in this country is don't fix anything until it implodes. There's no focus on prevention, only damage control. Obviously our system of government is as obsolete as it gets, mindless. Almost every nation on earth has rewritten their Constitution several times while this country still has the same one from 1787. We revere the Founding Fathers too much like they were gods. They weren't clairvoyant and what applied in 1776 does not even scratch the surface of what's necessary nowadays in a supposedly technologically advanced world.
