Is she a bad friend???

ok well my friend who is also my cousin we both like this guy. she went out with him once but he broke up with her bc she nvr tlkd to him. well i was going to ask him out and she asked me if i wanted to ask him out bc i just wanted a bf or bc i really liked him. i was like i really like him and she was all bothering me about him so she finally won and i didnt ask him out. well now he has a gf and so im stuck. im mad at her for shooting down my confidence cause i didnt wanna have her mad at me. and he said he loves his gf now so i dont have a chance. hes moving to north dakota in july and we live in texas now. but yeah what should i do? should i tell him i like him?? i dont want him to break up with his gf cause he will be sad and i dont want him to be sad. but is my friend a bad friend for making me not do it??? ugh please help!!!!!
