HCl is not very soluble in benzene. Benzene is simply too non-polar to adequately solubilize the more ionic HCl. HCl is soluble in more polar solvents like water (obviously), alcohols, dioxane, even diethyl ether. But the non-polar solvents like toluene and benzene do not effectively solubilize HCl.
